JEFFERSON CITY - Police arrested a man Wednesday afternoon after a traffic stop turned into a chase.
According to a press release, officers tried to stop Samuel Allen, 42, for a warrant, but said Allen didn't stop. He then crashed, at which point police said he backed into their patrol vehicles. Allen then reportedly reached into the back of the car and picked up a child to use as a shield to make sure officers did not shoot.
After lengthy negotiations, Allen let the child go unharmed and was arrested. He was booked into the Cole County jail for outstanding warrants and addition charges.
On Thursday, prosecutors charged Allen with kidnapping, endangering the welfare of a child, assault, property damage, resisting arrest, possession of drug paraphernalia and careless driving. For now he is being held in jail on no bond.
